Leveraging Local Resources in Information Systems Development: MIS for Persons with Disabilities in Malawi

Abstract
Many public organisations in developing countries have challenges in the development of information systems (IS) due to numerous factors. However, these resource-constraint settings have influenced some public organisations to leverage local resources to develop their IS. In this paper, we demonstrate how MACOHA – the public institution – has utilised local resources to develop its Management Information System for Persons with Disabilities (DMIS); specifically, the utilisation of local expertise and technologies, and strategies adopted. This is a case study in
which interpretive qualitative methods were used and data was gathered through participant observation, semi-structured interviews and artefact examination. No matter how resource constrained an organisation could be, MACOHA did have some
resources to start from. MACOHA utilised FOSS tools, local expertise, IT volunteerism, and self-hosting. The volunteerism has allowed the transfer of knowledge and skills to local technical team for the continuous support and reduced expenses due to not hiring the experts. FOSS and self-hosting of DMIS have enabled
the reduction of expenses.
